[Fiware-lab-recovery-tf] New URGENT plan for the recovery of the FIWARE Lab

as i was commenting to fernando on skype, all services (e.g. nova) are
always backward compatible, i.e. nova can offer at the same time api v2 and
api v3. so it looks strange if the case of keystone it's different. but we
need to test of course.
