2) 11800 note that requested contribution by Martel to EC will be 0, since we are funded as a Third Party country by the Swiss National government. The only restriction we
     have is that our effort need to be balanced with the other partners. e.g. if the average is 36 PM per partner, we cannot have 50 PM :)
