[Fiware-ngsi-blockchain] section 1 - 3 template

Hi,
you can find online a gdoc with the draft structure for section 1-3 and some content take from another 
fiware related project.

I still need to think on some additional sections for the 1.2, some some update may follow.

I will send separately a proposal for WP structure and task taking into account our discussion yesterday.

I suggest that
- Margit takes ownership of section 2.2 (2.1 we will cover later in the week), adapting it in term of events to the 
  participative and society engagement we have discussed.
- Federico starts drafting 1.1
- UPM should come up with an architecture and related description, better if for the call of today, so we can discuss
  it shortly.
- Sara, could you come up with a structure for 1.4 discussing state of the art of blockchain technology?
