[Fiware-ngsi-blockchain] Section 4-5 ready for final review and first submission

Dear Federico, all,

Attached an updated version of Section 4-5 document with corrections here
and there.
I noticed that none of the involved partners provide any type of
infrastructure, equipment, etc and i think that this is a "minus" for the
proposal evaluation.
We have to consider a plan for infrastructure contribution from as many
partners as possible to validate the results of the project, to demonstrate
the technical novelty, etc.
