[Fiware-ngsi] XML Schema Error and Proposal

Hi all,

during the XML Schema validation I found several problems and inconsistencies. Attached you will find an example of XML Schema and an NEC proposed about several changes.
I think it's important to start a discussion about the syntax because different component need to communicate with each other using NGSI10 interface. Also the correct naming for tags is important!
Maybe in the next phc we can discuss about it.
