[Fiware-ngsi] ngsi spec in wiki

Hi,

 

1. They refer to the D2.3 architecture specifications in the private
wiki

2. There shouldn't be a figure at the beginning of the Open Specs
section - I removed it

3. Intro text needed, legal notice needed: please see the link with the
guidelines

hp/Where_and_how_to_publish_Open_Specifications) on how the Open
Specifications section should look like

Hi,

I created the following page about NGSI-9 in the private wiki:

I hope this fulfills at least partially task 124 (see attached email). 

I have to admit that I do not really understand the "additional action
items" written in that email: which wikipage do these action items refer
to, where exactly should not be a figure, etc.
