[Fiware-ngsi] USurrey NGSI-9 interfaces online

Hello All,

Although USurrey's implementation is due for the second release, we have already started to develop the NGSI-9 interfaces that we require for our component in the Things Mgmt GE, based on the current specification<https://forge.fi-ware.eu/scmrepos/svn/iot/trunk/documents/>. Currently only the interfaces for the Resources have been created, but we are aiming to have the actual Resources behind them implemented in the coming weeks.
