[Fiware-ngsi] OMA NGSI section 5.5.2: ContextValue should be optional?

Hi,

OMA Specification section 5.4.6 has a clause that takes into account empty ContextValue(s), i.e. "Behaviour in Case of empty ContextValue(s) in the request". However, section 5.5.2 states that ContextValue is mandatory, so it can not be empty.

Is there an typo in 5.5.2 and ContextValue should be "optional" to take into account the case considered in 5.4.6? What do you think?
