[Fiware-ngsi] Regarding NGSIv2 - Strategic Concerns

NEC sees the change-over to NGSI2 as having a major impact on GE-owners and on FI-PPP participants, whereby the discussion has not reached sufficient clarity, consensus and transparency in the community.



NEC has listed a number of significant technical issues in previous emails and consolidated in the draft Release Notes (see attached) and sees the solution of these issues as essential to a widely-accepted new standard.



At a practical level, the change-over to a NGSI2, in the last 3 months of the project, would require specific GEs to implement the corresponding API changes in their modules. Such changes would also have impact on other projects which use FIWARE enablers.



NEC therefore requests from FIWARE that:



a) Telefonica has previously stated the intention to declare a NGSI2.0 version change “at the end of May”. If a declaration is required by some deadline in the near term, then the declaration from FIWARE should be that “Definition of NGSIv2.0 is starting officially on 01 June, whereby NGSIv1 continues to be supported” i.e. _not_ stating that “NGSIv2.0 is the official FIWARE protocol, v1.0 is deprecated”



b) FIWARE should expand the discussion of NGSI2.0 roadmap and timing to include major stakeholders in FIWARE such as GE-owners and perhaps FI-PPP participants (due to interoperability and resource-constraint issues)



By this FIWARE would also address the concern from ETSI to avoid pre-determination of the NGSI2 specification prior to discussions within a new ISG.



Assuming that this process occurs, NEC will be delighted to collaborate on completion of the new NGSI2.0 and support the future work in the ISG.

Dear NGSI community,

Following up on our discussion in the telco last Wednesday, NEC confirms to support adaption of NGSI into a more attractive version 2,
because it is vital to the success of a scalable non-proprietary FIWARE global platform.

Regarding our technical concerns with the current draft, we support creation of specs and Release Notes for a NGSIv2, as a necessary tool
for active co-development within the FIWARE community. NEC commits to providing text/issues/use-cases/proposed-solutions for the Release Notes.

NEC additionally requests that the following strategic concerns be answered, presumably by decisions at Foundation (or Architecture Board) level:
a) Which components/enablers will be affected by the proposed v2 changes?
b) Do the relevant Partners agree to change the code aspects needed
     by their components to show interworking with the proposed NGSIv2
     within the lifetime of the current project (about 3 months) ?
     If not, how will FIWARE succeed at the Final Review if some partners have
     changed and others have not, leaving the platform in disorder?
     Alternatively, will FIWARE Partners apply for an extension of time (same funding) ?
c) If Partners agree in principle within (b), when will the decision be ratified at the
     level of the Architecture Board (or higher)?

Until final decision of FIWARE in  above, the specifications and Release Notes should be labelled "Candidate Release v2"
