[Fiware-ngsi] Next version of NGSIv2 stable specification: RC-2016.10

Hi,

We released last version of NGSIv2 stable specification (labelled as 
RC-2016.05 and available at 
http://fiware.github.io/specifications/ngsiv2/stable) on last April. 
Thus, around 5 months have passed and we think is now the moment to 
update the stable specification document with new topics that we think 
are mature enough (currently in latest version, 
http://fiware.github.io/specifications/ngsiv2/latest).

In particular, the following topics will be included:

  * Default typing for entities, attributes and metadata aligned with
    schema.org
  * typePattern (similar to idPattern)
  * Simple Query Language: metadata filters (mq)
  * Simple Query Language: Sub-key filtering (both attribute and
    metadata values, i.e. q and mq)
  * Notification metadata filtering
  * System/buildin metadata in notifications: previousValue and actionType

This new stable version will be labelled as RC-2016.10.

Our plan is to leave some time for feedback (a week should be time 
enough, i.e. deadline on October 13th), then to update stable 
http://fiware.github.io/specifications/ngsiv2/stable as described above.
