Dear all, I spoke at length with Hermann just now. Basically this delay cannot now be avoided,
but we agreed that both sides would do the utmost to achieve 4 signatures by COB on 09. January.
So please please setup your 06.01 (or 09.01) appointments for signatures now.

DETAILS:

(1)    Legal approval of Agreement template is still outstanding so we cannot get a draft
Hermann has to wait for the legal approval of the new format and will send it 5th or 6th January.
That gives your legal departments only a short time to do a text check comparison with the "old" version,
and only a day (9th) for collecting signatures (again).


(2)    Hermann agrees 10.01.2017 is the best announcement date and all should target it.
Hermann has been made aware that the Letter to Members from Luis should _not_ be delayed
any more and should go out on 10.01.2017, otherwise two "bad" things happen:

a)      The EC commissioner speaking at the Connected Smart Cities Conference<https://www.eventbrite.co.uk/e/connected-smart-cities-conference-2017-registration-29274794699?utm_campaign=order_confirmation_email&utm_medium=email&ref=eemailordconf&utm_source=eb_email&utm_term=eventname> in Brussels
on 12th January would not be able to congratulate the establishment of the ISG

b)     The first general meeting would be delayed to the following week, in the period oneM2M
is meeting in the USA, making it look like a deliberate avoidance of oneM2M members.

(3)    Joint press announcements on 10.01.2017
Hermann will coordinate the press announcements on 10.01.2017 so that ETSI releases their
usual glowing words about creation of a new important ISG, and then _we_ make our press
release(s) referencing the official ETSI one. We will coordinate the texts. That should maximise
coverage and consistency.


(4)    Correction: New template usage was approved by the ETSI DG, not by the Board.
Finally, a small correction: the ETSI Board did not directly order the change of template; it is
an administrative action based on changes agreed by the Board for the revised ISG MEC and
approved by the ETSI Director General to take place for all later ISGs (ours is first :-(  ).
Hermann and I agreed that it makes not much sense to send your lawyers the example of the
ISG MEC Agreement<https://portal.etsi.org/Portals/0/TBpages/MEC/Docs/ISG_MEC_MEMBER_Agreement_20161118.pdf> because every lawyer will want to wait for our exact final text. Understandably.

Dear all, my policy is to give news immediately, even if some changes may apply again shortly.

The immediate news I was given tonight (and I am  looking for solutions) is that the Agreement we were
given to sign (and EGB plus Orange already signed) is no longer valid, due to a change ordered by ETSI Board on 02.12.2016.

I know some of you are chasing down VPs to get signatures, so it is important for you to note that you
need to now WAIT for the new Agreement template, expected around 05 or 06 of January.

Why the delay? The slightly changed template will not be validated by ETSI lawyers until the first week of
January when they return from vacation.

How did this happen?  The ETSI Board agreed at their last session to extend the life of ETSI ISG MEC, using
special application of ETSI rules, and they simultaneously required to change the ISG Agreement Template,
but this was not communicated across the whole ETSI Secretariat and in particular not to Hermann.

DATES:

At this point, I am not prepared to trust any more estimates from ETSI, which appears particularly chaotic,
so I can only guess the earliest General Meeting date, assuming we can sign valid documents by
09.01 and the date for ETSI DG to send a Letter of Invitation is 10.01.2017. That puts the earliest date
of the first meeting at 09.02.2016. If we want to allow some more buffer we can assume 16.02.2017.

That still is ahead of the MWC in Barcelona starting 27.02.2017.

If there are no objections, I will assume we set  16.02 as the date, and I will start booking rooms (so that
does not become a problem later).

I pass along the deep regrets of Hermann, who has been a bit of a football in all of this... along with us.
I will phone him again tomorrow morning to see if he has meanwhile thought of any other solution.
