Dear all,
I got hold of Hermann ... he says there is actually still a significant chance
of getting the ToR into the Board Meeting (which is on Thursday actually) and he
will do his utmost to make that happen. If not, then it is as I wrote below.

Dear all,
some clarification of the ETSI process, based on a phone call to Sophia Antipolis, is written below.
Our next step is to lobby some board members ... anyone with personal contacts, please email me?

ETSI PROCESS:

The ETSI Director General (Luis Jorge ROMERO SARO) makes the decision about starting an ISG,
but he consults the ETSI Board. Therefore formally the process is that we send him (through Hermann)
the request and then he asks the Board their opinion. BUT he has been out all this week in Japan.
Therefore there has been no opportunity for Hermann to submit the proposal and brief him.

And of course Mr. Saro will not send it to the Board and ask advice without having first at least
looked at the ToR himself. Even though the Board meeting is next Friday, there is no time to
"squeeze it in" and get it on the Agenda, because next week is also the big ETSI General Assembly.

So the result is, Hermann will most likely present it to Mr. Saro  sometime after next Friday,
then Mr. Saro will officially send it to the Board by email, with a request for comment, wait a
couple of weeks, then make his decision.

OUR NEXT STEP

Therefore it is important for us to contact meanwhile some Board members who we might
know, and show/send them our ToR, and invite that they ask us if anything is "unclear".
("Unclear" here means actually ... is there something they are against, and why?)

I can contact three Board members, plus there are the Orange and NEC board members.
If anyone has some personal contacts, please email me and we can co-ordinate.

So ... we will not get the answer as fast as I would have liked, but basically the game is the same.

this is of course disappointing for us. Please let me know what would be the most
effective way to handle consultation by correspondence ?

Would it help if Board Members received a short (maybe 1 or 2 page) summary of the
intent of the ISG, so that the Board have a chance in the f2f meeting next week to collect
their basic questions? Would you or David or Patrick be available to collect the questions?
I feel that email correspondence often is cumbersome for such things.

Just to let you know, that the internal review has not yet been completed.
Moreover, Luis is travelling this week and could not yet be briefed before submitting the ISG CIM proposal to the upcoming Board.
