[oasc-iot-lsp-cities] Section 1 update

Hi all

Here an update of section 1 ahead of tomorrow;s call. We are slowly getting the text together which is great!

Thanks to all contributors who have worked hard in the last 48h to get a good chunk of the content together.

Tomorrow we will discuss how to minimise overlap and redundancy while plugging remaining gaps.
