[oasc-iot-lsp-cities] WP 1 budget allocations

Dear Brams,
For MI you can replace the 4 PMs in T1.3 by 2 PMs in 1.3 and 2 PMs in 
1.4. We will use our IoT Lab crowdsourcing tool to monitor end-user 
acceptance in the Carouge reference zone.
