[oasc-iot-lsp-cities] Section 2.1 update + 2.2

I included the text for the data management plan. We will take care of 
providing the open data access to public data, but will need a good 
cooperation from the partners. I let you check if it is OK and 
consistent with the data market strategy.

I will provide a more elaborated text on standardization.
