[oasc-iot-lsp-cities] Section 1 update

Hi Martin, all

I have incorporated review comments from Adrian and Margarida, polished up objectives and text and cut  as good as I could without loosing content

Sergio is currently polishing up missing references for section 1, in particular 1.5.

References can then be moved to the end of the doc or section 4.

ALL: I need someone to have a go to fill in KPI targets in 1.1.4 tables – any volunteers?

I will clean up the missing links to deliverables and milestones once I receive a final section 3.
