[oasc-iot-lsp-cities] abstract and title input welcome

Dear Martin and all,
I attach you a reworded abstract and sub-title for the project.
I let Martin check and complete the figures. The idea is to put forward 
our critical mass and the close integration of OASC, FIWARE, FIRE, 
EIP-SCC and SDOs.
