[oasc-iot-lsp-cities] [Synchronicity] Base applications

Hi all,

As you might have seen, we have created a folder named "Base 
applications" in which we have put the descriptions of the base 
applications, initially written by Remco & Martino (thanks for that, 
BTW, they look really good). There, you can see the first round of 
feedback/comments coming from Santander (i.e. UNICAN and TST, and more 
from Santander City Council are about to come up).

*@Adrian*, I have tried to move yours but I have lost it; as far as I 
recall, it was in the folder Reference Zones/Manchester, but it is not 
there any more. Could you please put a copy into the "Base Applications" 
folder so as to have all of them in the very same place?
