you need to be able to demonstrate that. if not your choice as, by
financial guidelines, may not be justifiable.

I suggest really to get in contact with EC financial offices. For
self-owned infrastructures
what you include in the list will be considered in the overhead costs, so
this
make difficult any comparison with potential other self-owning
infrastructure proposers
which will  not include such costs.
