FYI, the DoW refers to a new GE in the Cloud chapter called 'Cross-region 
enablement'. My guess is that this is the one Arian was referring to.
By the way, we decided not to pursue with developing this GE because of 
potential overlaps with Ops. So I think it should be perfectly fine (and 
even desirable) to talk about federation in the context of Ops tools.

The template/order was provided by the management of the project.
For the second comment, I see your point but it appears that Arian wants 
to re-consider what is related with federation and cross-region (to be 
confirmed during the review of course). And for this reason I tried to 
avoid to talk about that. We discussed this inside our Chapter  last 
Tuesday during the last telco. So I will be careful on that.
