[Fiware-pcc] NEC as task leader

Dear Jose
not quite sure what the reason for the change is, but if I am not mistaken
NEC has only one PM in this task others have MUCH more.
With 1 PM Task leadership seems not feasible.
So if the project wants NEC to do this, we need to discuss the resources for it.
In any case, I copy Ernö who will be happy to discuss with you and work out 
a reasonable solution.
