[Fiware-pcc] New proposed governance structure

dear jose,

i have some points to discuss as some of the measures are dangerous
and someothers without a clear funding completely usless (good only to
give money to friends of friends ...)

i guess we will have a point in the agenda dedicated to this proposal rigth?
