[Fiware-portals] Nuevo tracker para el Testbed

Hola

Como tenemos dos entornos, cada uno con vida propia a partir de ahora, necesitamos  dos trackers independientes.

  *   FI-LAB : https://fi-ware.atlassian.net/browse/FP  (ya conocido de vosotros)
  *   Testbed: https://fi-ware.atlassian.net/browse/TBP

Las cosillas que os voy a ir pidiendo para el Testbed las iré recogiendo aquí. Iréis viendo tickets...
