[Fiware-security] FIWARE DeliverablesR4 - Some Guidance to antcipate and start editing on Chapter's wiki

Dear All,

For the time being and in the absence of further instructions from Coordination Team on how to proceed with R4 deliverables let's :
1) stick to the guidelines from the previous FI-WARE Project for the manuals re-conducted (Install and admin guide, user and programmers guide, unit testing plan ). This simply because this project works in continuation and we do expect the guidelines to still apply with no major changes
2) edit content for these manuals deliverables on the Security Chapter's wiki where instructions/guidelines have been reminded and placeholders have been created (see https://forge.fiware.org/plugins/mediawiki/wiki/fiwaresecurity/index.php/Main_Page).

Hope this helps any of you to further engage on the work and anticipate/proceed (clearing some of the impediments raised).
