Hi Nuno,
The proposal is not very original by itself, it looks really similar to Outbarriers, one of the FIWARE Smart Society Challenge winners, which make their demo in the Smart City Expo last year.

Although they show intention to use an important number of GEs, the proposal by itself is weak from an architectural point of view, since most of the GEs are proposed to be used in an a context and way different than for what they were designed. RVE is intended for augmented reality applications,  IDAS is proposed although there are no sensors (just RFID and iBeacons), Data Handling is intended for “close to device data filtering” and not for finding sensors, GIS data providers is mainly intended for 3D visualizations.

GEs + architecture (0.5/3 points). (Threshold = 1)
Cloud  (0.5/1 points)
Idea and potential: (0.5/1) points.

All in all, from FIWARE point of view, unfortunately I think it is below the threshold to go on.
