Initial Comment:
Debería existir alguna manera de que el miembro de un proyecto tenga acceso a uno de sus trackers en modo "read-only", es decir, pueda seguir los tickets que se crean, etc, pero NO pueda crear tickets.

Podría pensarse que la solución está en crear el tracker como privado al proyecto y, entonces, asignar al role "User" solo el permiso "Read" en el tracker.   Sin embargo, curiosamente, "Read" significa que no sólo puedes leer sino también crear tickets ...

I didn't found the place where the "read only" role could be implemented. I asked the developers and they told me that it doesn't existe before FusionForge 5.2 

So, it is not possible to solve this without upgrading the forge :(

I've been comparing the behaviour with a FusionForge 5.2 and I think this is a bug. I'll try to isolate it to find out whether is easy to fix it.
