Initial Comment:
We are getting too many docs sent to moderation. Sometimes the users claim to be logged in on the forge and sometimes they just post anonymously. The idea is to block anonymous posting (they need to be logged in). 

Also, let us know  if there are other circumstances under which we can get docs sent to the moderation queue

We've added a patch, so users must be logged in before posting a document. Already applied and tested.

I've been having a look at the code at it is clearly a bug of an old version of FusionForge. This is fixed since version 5.2.x (I've already tested it)

We can create a patch, but it will impact on all the projects at the same time, because it would hidde and block the access to this new submission form to all anonymous users in all the projects. Is that what we want?
