[Fiware-tech-help] [Chp - IoT][IDAS] Add list of package dependencies to neoidas-gw

The section of the installation guide for the neoidas-gw package does
not have a list of the needed packages that need to be installed as a
dependency for neoidas-gw.  Add the list of the needed packages to the
document and instruct the user to install them before installing the
neoidas-gw package.  On our test we found that we needed to install
this two packages:

 * bzip2-libs
 * libicu

Do not add the content of the require field of the spec file as the
dependencies list.  Add the packages that fulfill those dependencies
instead.
