[Fiware-tech-help] [Chp - Security][Identity Management] Running locally defaults to development version

When running the application by following the instructions on the
Running KeyRock locally section of the installation guide, it seem to
start in development mode by default. There is no instructions on how
to enable test or production modes for this type of installation.
Also, when running the development version, mailing of the activation
messages when registering a new user is disabled by default (the
message appears on the server log, but no message is sent).
