I didn't work with PhoneGap.
The Complex Event Processing engine is written in Java and has Rest api, 
this might help you determined if it can fit to your project.

I was wondering if it was possible to use the enabler Complex Event 
Processing within PhoneGap, since I'm about to use this framework to 
develop an app with event creation and its related modifications.
