[Fiware-tech-help] CEP Rules API

Hello Daniel,

There is a CRUD REST api in the definition set level 
(create/read/update/delete definition set).
There is no CRUD for specific element in the definition set 
(rule/event/temporal processing context,...).
When you update the definition repository with an updated definition file, 
you need to stop&start the engine to make it run with the new definition 
set.
