Good summary. Regardless of the exact eligibility criteria (within the consortium or not), if we want the elections to be meaningful, it seems that we need to manage registration and ensure authenticity of both candidates and voters. This requires non-trivial setup (probably even writing code), so the time frame of option 1 (elections by end of January) doesn't seem feasible. By the way, one possible approach to manage eligibility & registration could be via a dedicated Forge project (maybe one per chapter), with membership collaboratively moderated by active consortium members. Everyone interested to participate the elections could request to join the corresponding project (e.g., elections-1Q16-cloud), optionally providing a short justification (e.g., link to SO or github contribution). Then we could distribute the process of approving such requests. Chapter leaders could nominate people actively contributing to the ongoing work to approve requests (assuming that there might be people contributing to some activities, but without direct interaction with the chapter leader). This way eligibility will practically be "you are eligible if someone who is actively participating the ongoing project activities knows about your contribution". Once we agree on the simplest possible approach, we can assess feasibility of particular time frames (e.g., maybe end of February?)
