[Fiware-technical-committee] Code of conduct draft form / Census

Hi,

Looks fine to me and the part about the verification code (together with
an email to the entered address about the signup should be enough for me.

One additional issue that we should probably discuss in this context is
the use of a "contributors' assent to the projects' license"  or in a
much stronger form a "Contributor License Agreements". The point is to
make sure any contributor is aware of the conditions under which
contributions are made: Follow defined Open Source terms, Patent issues,
etc.

At the end the text discusses the benefits of the license assent
mechanism. This would be a bit more difficult in our case as we have
multiple licenses, but adaptation should be straight forward by pointing
to the licenses as documented in the catalog (and the code).

Especially in our situation with several licenses, it might be useful to
get the expressed assertion from the contributor that they are award of
this. Kuhn argues that this might not be necessary if the licenses are
clearly communicated. But we should at least briefly agree on what we
want here, while we are setting up the mechanism that would be needed if
we decide on any of these measures.
