[Fiware-technical-committee] Decision on deprecating SpagoBI GEri in favour of Knowage

Dear TSC,
as you heard today, in the Apps chapter we are going to move from a Data
Visualization GEri to another.
The whole transition might take a while, but after discussing we decided to
proceed through the following steps:

   1. Downgrade SpagoBI from GEri to GEi;
   2. Put SpagoBI GEi in deprecated mode;
   3. Insert useful information in the SpagoBI description to highlight the
   transition to a new GEri.
   4. Insert Knowage in the Catalogue as new GEri with an initial set of
   resources (e.g. github repo).

SpagoBI will receive support until FIWARE R6, when everything (docs,
docker, recipes, etc.) will be released for Knowage following the Technical
Roadmap.

*Deadline to raise any objections is April 10th, 9.00am.* If no one, we
will proceed as explained above.
