[Fiware-technical-committee] Updated guidelines on how to contribute

Dear José,
  very good ... I'll review and share my comments with you soon.

I apologize if I missed some communication but I still don't see the
process to propose a new GE and related reference implementation. I
remember about a draft but I don't find it any more ...
>From my point of view this is one of the most interesting topic to attract
active contributors.

Do you have more info than me on the progress of the definition of this
process? many people is asking me on how to do this.
