[Fiware-technical-committee] FIWARE Dev Requirements : Update

let me clarify why this is a business killer, with a simple example:

1. if a customer comes and ask me to customise the software I own IPR on,
without realising it open source, i would not be able to do it.
2. if a potential customer would go to a competitor customizing the software
I own IPR on, without realising it open source, he would be able to do it.
