[Fiware-technical-committee] FIWARE TSC elections: Inclusion of QA chapter

Dear all,

   Some people have raised to me the fact that this year we hadn't 
included a QA chapter as one of the Mission Support Chapters as it had 
been in the previous year.

   Unfortunately, this was raised only yesterday and we haven't had time 
to discuss it at the FIWARE TSC.

   In order to avoid delaying the process, and based on discussion with 
some of the members of the TSC, I'll suggest to proceed as follows:

  * We will temporarily add the chapter and proceed as it had been
    originally approved.  This means that candidates for the two seats
    associated to that chapter have to nominate themselves asap.   We'll
    extend the deadline for submitting candidatures until tomorrow noon
    (12:00pm).   We will also allow voting candidates during this week.
  * If any member of the FIWARE TSC objects to addition of the chapter,
    they can object to the decision, in which case election for these
    two seats will not be considered valid until formal decision is
    taken in the next FIWARE TSC, Monday 13th (we would go for a
    voting).   If no objection has been received, we will consider that
    inclusion of the new chapter was accepted and results regarding
    election of those two seats will be communicated.
  * If the QA chapter is accepted, then the number of chapter seats will
    increase up to 22 which, adding the seats of Platinun members, will
    lead to availability of 9 seats for "remarkable individuals"

   The application form for candidatures has been updated accordingly.
