[Fiware-technical-committee] 3D city data

Dear TSC members,

I explain the 3D city data that became a topic in today's TSC.

The data format is the 3D tiles format. 
Please see https://github.com/CesiumGS/3d-tiles.

Cesium.js widget <https://github.com/lets-fiware/cesium-js-widget>  can
display it. Maplibre widget
<https://github.com/lets-fiware/maplibre-gl-widget>  can display it by using
Tile3DLayer library of deck.gl.

The demo video shows the 3D Tokyo city data. Recently, Japanese government
(the Ministry of Land, Infrastructure, Transport and Tourism) has published
3D city model data of about fifty cities in Japan. It is called 'Project
PLATEAU'. The data format is CityGML. It is GML (Geography Markup Language)
for cities. I transformed data from CityGML to 3D tiles and rendered it in
WireCloud.
