For me, it worked this way:

You need a FI-Lab-Account, so you can connect to
http://cloud.lab.fi-ware.org. There, on the left-hand side, you find a
menu entry "Blueprint Templates". This will take you to the Blueprint
Templates view, where you can select the tab "Create New Template" in
the upper right corner. Having assigned a name (to be on the safe side,
use only digits and letters. Some special characters, for example dash,
seem to cause problems) and description, your new template will appear
in the template view.

Click on the template's name, and you will be able to edit the template
and add software to it. This software is installed in one or more Tiers,
with each Tier spawning one VM later. Note that there is a limit of how
many VM can be created, for me, it was 3, so your blueprint should not
have more than 3 Tiers.

For each Tier, you can assign a name, flavour and image type. In the
step "Install Software", you can finally select your approved recipe
from a list of available recipes in the catalog.

Once your blueprint and its tiers are configured, you should be able to
launch an instance of the Blueprint. However, for me, to this day,
launching Blueprints fails most of the time with different errors, or
gets stuck in the deployment- or installation process. Not only for the
templates that I have created, but also for those that are available in
the template catalog. So for our Blueprints, I could not get a working
test installation yet, and thus not request to have them copied to the
blueprint catalog.

Concerning JIRA-Bugs, I think you can just mark them "fixed", then they
will go into a status where someone checks if the problem is solved and
sets the issue "done", or re-opens it, if the bug still exists.

We are facing the same questions concerning JIRA-Accounts: I requested
accounts for people who do the implementation work on our side, but also
got the reply that accounts are only created for GEi owners.

I hope I could help.

Best Regards,
Torsten
