[Fiware-webui] Synchronization GE recipe

Replying to myself: fixed the issue, by doing the following sequence
1. install Tundra package
2. apt-get install -f to install dependencies
3. install Tundra yet again, because step 2) actually uninstalls Tundra if
the "libcg" package cannot be installed. Running Tundra as headless is
possible without it, so it actually doesn't matter.

The updated recipe is in the testbed SVN. Now will have to wait for the
chef test server to get back online. I submitted a ticket of this to the
JIRA.
