[Fiware-webui] GitHub Releases for GE that correspond to FIWARE R4

Hi all,

we are about to finish the deliverable for the software release of 
FIWARE Release 4 GE. Most of the information is already contained in the 
spreadsheet we used to track our deliverables 
(https://docs.google.com/spreadsheets/d/1M_Yipx4h8iV_wHCjfrzs3SPHKRHt1bdlVSNlXawKBqI/edit). 
Thank you again for your contributions there!

For the final delivery, I need in addition for each GE which _Release in 
GitHub_ corresponds to the version of the software that was released by 
the end of _FIWARE Release 4 _. This needs to be also the version that 
is covered by the documentation that is published via readthedocs.

For this, I have added a column in the spreadsheet, where you can add 
the link to the release of your GE.
