[Fiware-webui] License on ALVAR

Hi Ari,

It was always clear that only Open Source GE can be funded under FI-WARE
and FI-Core.

By looking at the ALVAR license under the T&C tab of catalog it clearly
seems not to be the case. Apparently, everyone took the word for it and
no one noticed the inconsistency before (including myself).

Can you (or someone else very quickly respond on the situation! the
current license is very clearly not acceptable (as far as I can tell)
but there might be a mistake here.

Note, that if this is not fixed, the GE might loose any funding for
working one something that has not been eligible (we just went through
that exercise in the Security chapter).

This topic just came up at the review and we need to act really quickly
here, please.
