[Fiware-webui] [Fiware] Reminder: Deadline for WorkItem for OpenSpecs is TODAY

Hi Miguel,
Yes I noticed that and I was surprised that such a critical tool for
completing openSpecification task would be provided just before deadline.
The current situation is that tool hasn't been provided and open
specification work can't be progressed, so I wan't to indicate this via
JIRA and set task status as impeded.
