[Fiware-wpa] Update of Technical Roadmap

Hi all,

   People from the IoT chapter are trying to recover and complete their
contribution to the Technical Roadmap so that it can be resubmitted.
We have given them a extended deadline to deal with some final changes.

   My plan is to perform a final review tonight and upload contents to
the public wiki, making it ready to be delivered to the EC tomorrow.
This unless I find something that needs to get urgently fixed.
