[Fiware-wpa] FI-WARE GEs as a Service

Hi all,

   Please note that which GEs where going to be provided "as a Service"
was a matter of discussion long time ago and nothing that a given
partner may change or decide when they want.

   We only accepted the provision of a very limited set of GEs as a
Service and only for the first release, still pending of discussion for
later releases.   This cannot be changed without prior discussion and
agreement.
