[Fiware-wpa] Creation of Open Specs deliverable

Dear all,

I was checking before creating the pdf deliverable and there is something specified in the guidelines (Where and how to publish Open Specifications<https://forge.fi-ware.eu/plugins/mediawiki/wiki/fi-ware-private/index.php/Where_and_how_to_publish_Open_Specifications>) that has not always been respected (sometimes it is missing, some others it is misplaced, and sometimes it is not linked but just copied.). As we are in a rush, I will exceptionally edit it personally where needed to ensure uniformity in all the enablers, checking one by one (lucky me!).

I refer to his:
All specifications (RESTful/Non-RESTful Open API specifications or Other Specifications) that are developed by FI-WARE (i.e., they are not specifications published by a third party/body) should include an Introduction section which ends with the following closing paragraph (quotes should not be displayed in the final text):
"Please check the FI-WARE Open Specifications Legal Notice<http://forge.fi-ware.eu/plugins/mediawiki/wiki/fiware/index.php/FI-WARE_Open_Specifications_Legal_Notice> to understand the rights to use FI-WARE Open Specifications."
Please avoid any modifications of these pages in the coming hour.
