[Fiware-wpa] Shared minutes for our joint WPLs/WPAs confcall today (Part I and II)

     I've updated the minutes in a couple of places ...

"Promotion of FI-WARE within the wider community of developers - 
includes definition of webinars, 3rd Open Call, etc"
I've updated the section about "FI-WARE Webinar platform"

"Monitoring of log/trace files"
I've added this section to keep track of the discussion. If there is a 
better place, I'm fine
with moving it there.
Please take into account the *AP on WPAs/GE providers* reported at the 
end of this section:
/AP WPAs/GE providers to send to the WPA mailing list and to IBM (Marcel 
Zalmanovici <MARCEL at il.ibm.com>) an example of log/trace files produced 
by their GE implementations by end of Feb/
