Dear Arian,

  I would like to raise the critical situation we are reaching regarding revision of the current amendment proposal of the FI-WARE DoW.   It may be jeopardizing critical activities towards delivery of the second Release of FI-WARE, therefore your urgent attention is required.

  As you know, a complete version of changes to the FI-WARE DoW, together with a summary description of changes both in the DoW and the budget, was delivered to you on November 25th, almost 2 months from now (see attachment).   That version of the DoW compiled many changes, some of which had been introduced months before (see mail on 19/07/12 14:15, subject "Update on status of FI-WARE", as an example).  Others were more recent although most of them had already been discussed during several confcalls (e.g., approach on how to incorporate beneficiaries selected from Open Calls).

  During the last FI-WARE project review, you informed us that you were going to leave on holidays from December 1st and therefore you would only approve an amendment including the changes regarding incorporation of Red.es before you leave (thanks to that, we could formalize the incorporation of Red.es before end of the year, otherwise we had put at risk their investment on the infrastructure of the FI-WARE Testbed and Open Innovation Lab).    You also informed us at that time, that you were going to be on holidays until mid/end of January and you wouldn't review the rest of the amendment until then.   That's fair enough, but we need that approval of the amendment becomes a topic of the highest priority once you arrive from your holiday.

  The following is a list of rather critical situations we are facing because of the delay in the amendment:

  *   Incorporation of new beneficiaries from the 1st Open Call has critically slowed down:
     *   Incorporation of beneficiaries from BEMES proposal has got delayed since they do not want to risk resources without contract, and the situation may jeopardize availability of critical functionality regarding the Business Framework part of the FI-WARE Architecture
     *   Incorporation of beneficiaries from KIARA proposal is slower than desirable because, despite they have already started their activities, they haven't been able to effectively join overall activities of the project because of legal issues (access to confidential information)
  *   Situation of DT is critical because delays to incorporate the associated Third Parties will bring a lot of problems in justification of costs
  *   Some PMs reallocation is critical to overcome the withdrawal of several partners.   In particular, a significant number of PMs have been allocated to TID so that it can contribute the implementation of the FI-WARE IoT Backend Device Management GE in replacement of NSN who withdrawn last July.   However, necessary resources internally at TID cannot be effectively allocated to the corresponding product teams because this amendment has not been approved yet.   This may lead to a signficant delay of a critical piece of the IoT architecture in the FI-WARE 2nd release.   A similar situation can be found in the Apps chapter (WP3) to deal with the withdrawn of Ericsson.

  I hope that you will come from holidays sometime this week.   Then, I would kindly ask you to schedule a confcall on Friday 25th, 15:30 CET or Monday 28th, 09:00 or 16:00 CET to review the status of the amendment.   I hope that you will be able to accept as many changes as possible before that meeting (at least the most critical or easy ones) so that we just concentrate on a few that may be still pending and require further discussion.   Please check the file that summarizes the changes because we believe it make it rather easier to analyze the changes.

  A a general feedback, we wondered if the figure of "shadow officer" could be put effectively in practice from now on, at least during so long periods when you anticipate that you won't be available.   Definitively 2 months without officer in a critical project like FI-WARE may lead us to some difficulties.

  As you know, we have been working in the second amendment since last year.

  There are a lot of changes in the DoW as you can see in the provided documents. The latest changes have to do with the addition of 5 new partners from the First Open Call.

  I would like to draw your attention in the particular situation that we are.   One one hand, as you know, the payment process is locked due to the fusion of two Spanish banks.   We are trying to do our best to have the signed new bank details as soon as possible, and we have to close an amendment that fixes this as soon as possible to avoid any delay in payment to the consortia partners.   On the other hand, despite the provided amended DoW has a lot of changes, it would be very important to incorporate as many of them in that amendment as possible, at least those linked to the addition of the 5 new partners from the 1st Open Call as well as Red.es.

  Our suggestion is that we agree on a date in the short time, say it December 5th 2012, where we target an amendment that fixes the bank account info and contains those changes in the amended DoW that you can already accept in addition (we guess many of them are known and have been accepted by you since long).   As mentioned, it would be rather important that addition of the 5 new partners from the 1st Open Call as well as Red.es be part of this amendment.
  Would this approach be suitable to you ?    Please don't hesitate to ask me if you need more information.

As you know, we have been working in the second amendment since last year.

There are a lot of changes on it and they are explained at the attached documents. The lastest changes are the addition of 5 new partners from the First Open Call.



Please find enclosed the following three documents:



            FI-WARE - Amendment 2 - DoW.doc.             : It contains all the changes described on the next document.

            FI-WARE - Amendment 2 - Change Details.pdf: It contains the description of each change.

            FI-WARE - Amendment 2 - Budget Details.pdf : It contains how the budget will change.

I would like to draw your attention in the particular situation that we are.

By another hand, although this second amendment has a lot of changes, it is very important to add the 5 new partners from the first Open Call and Red.es to the consortium before the end of the year.



So, I kindly ask you to know how we can reach this goal. I suggest, for example, that we could have an intermediate date where you decide which changes will be accepted, including the addition of these new partners. What about December 5th, 2012?
