[Fiware-wpa] Major Release transition: From S2 to S3; At sprint level from S2.3.3-M26 to S3.1.1-M27

Dear Partners,

Let me remind you that we are finishing sprint S2.3.3-M26, closing this way the Second Major Release and about to start S3.1.1-M27, which opens the Third Major Release.

Please, update your backlog items accordingly:
1.       Close the backlog items finished during M26 (if not already done)
2.       Update items under execution not finished to belong to S3.1.1 - ideal would have been to meet all your targets during the major release, and therefore nothing is moved to the next Major Release
3.       Proceed to identify the backlog items to be delivered during S3.1.1 - M27.  Since we are at the beginning of a major release, your roadmap should be revisited and adapted after the corresponding retrospective, and prospective sessions, obviously having in mind the final targets.
