The use of '&' is indeed an issue for I2ND items, as it contributes to approx 25% of our 'errors' (another approx. 25% comes from using blanks ' '), so treating them automatically would be highly appreciated.
I suggested to Manuel during a mail exchange I had with him a couple of weeks ago, to consider these issues as non-errors, same as you do now with your 'blocked' proposal.
In I2ND we are currently removing the blanks from our items, which is 'only' time consuming and usually involves old tickets. However doing the same for '&' would be a nightmare because this is used everywhere not only in the tickets, but primarily in the name of I2ND wiki pages, up to the catalogue. I really believe that accepting the character in the parsing procedure would be much more efficient.
Another proposal would be to remove from statistics the issues related to tickets closed *and* older than a specified date (e.g. older than the introduction of the new process).

I anyway did a small review of the current set of provided "issues" by manuel (despite that I didn't plan this in the mail before).

Der is an additional amount of ~150 "issues" where actually the script of Manuel has a parser error - as the script is not supporting the "&" signs in tracker/wiki-items, although all the rest of the tool do support this, the wiki does not hold any information that would force the GE providers to NOT use the "&" sign and there is no action planned by Manuel to circumvent this on his level.
I would call these "issues" as blocked, unless we find a solution how to migrate this high amount of "issues"...
So automating at least the items that are listed above is only a click away, but I don't want to force anybody :)

as SAP I can offer you support on your particular backlog-tasks and efforts which might be automatable.
Eg. for the apps chapter we migrated a lot of issues (860 issues going down to ~420 issues) with very limited manual effort.
I tried to summarize in the table below what might be effected by this automatism, I won't check your reviews proactively, if you think it might be relevant for your tracker/backlog improvements please check the list below. Please let me know what you think could be automated and I can consider implementing this - although I can't promise resolutions in all cases!
Your task would be to focus on the "larger" portions that need to be fixed (as it requires still some manual work on my side to customize the scripts) and saves more time. If you would have in C1 e.g. only 2 items, then I would kindly refrain from investing time into it :)
